When Jesus said “You are the light OF the world”, this light was not everyone in the world, nor every "Christian". There are also sons of darkness/night (1Thess.5:4,5,6; Eph.4:18; Rom3:11,12,13; Matt.25:30). The ones “called out of darkness” and given light to shine, are identified at 1Pet.2:9
“But you are a chosen race, a royal priesthood, a holy nation, a people for his own possession, that you may proclaim the excellencies of him who called you out of darkness into his marvelous light.”
These have been "sealed" as priests (Rev.6:11; 19:8; Rev.3:18; 7:14,15; 22:14).
These are identified there, as being called into light. They therefore have it, to shine. That light started with Jesus (John8:12). John12:46; James2:17,20; Rev.19:8; 12:11; 20:4 show some of the deeds these Chosen ones do, which caused them to be called out of darkness into light, so that they might obey Matt.5:14,16 and Rev.11:3.
